Some states are making deep cuts in college financial aid programs as they struggle with budget shortfalls that reach into the billions. According to WJFW TV-12, the Wisconsin Higher Educational Aids Board projects that more than 20,000 low-income students will not receive grants because of a lack of money and a sharp increase in applicants.
