Ghangis D. Carter has been named director of recruitment and retention in the college of education at the University of Illinois at Chicago. Previously, he served as assistant director for programming at Vanderbilt University’s Bishop Joseph Johnson Black Cultural Center. Carter earned a bachelor’s from San Diego State University and a master’s from Vanderbilt University.
 
Dr. Leonard Haynes was named special assistant to the U.S. Secretary of Education. Previously, Haynes was director of corporate relations and adviser to the superintendent of the District of Columbia public schools. Haynes received a bachelor’s in history from Southern University, a master’s in American history from Carnegie Mellon University and a doctorate in higher education administration from Ohio State University.

Dr. Howard D. Hill has been named vice president for academic affairs at Claflin University in South Carolina. Previously, he was the dean of South Carolina State University’s school of graduate studies and chair of the department of educational leadership and counselor education. Hill earned a bachelor’s from Philander Smith College, a master’s from Arkansas State University and a doctorate from Kansas State University.
Dr. Jennifer Keane-Dawes has been appointed director of graduate studies at Norfolk State University. Previously, she taught in the department of language, literature and communications at Elizabeth City State University. Keane-Dawes earned a bachelor’s from the University of the West Indies and a master’s and doctorate from Howard University.
 
John Davis Reynolds Jr. has been appointed director of the EMBA and MBA programs at the University of Toledo in Ohio. Previously, Reynolds was an associate director in the college of engineering career center. Reynolds earned a bachelor’s from Florida A&M University and a master’s in business administration from the University of Toledo.


Sharon N. Wedington, an administrator at Camden Community College in Blackwood, N.J., has been appointed assistant vice president for enrollment and student services. For the last two years, Wedington served as the dean of enrollment services. She has a bachelor’s from Princeton University and a master’s from Widener University.
