FELICIA BLOW has been named vice president for institutional advancement and executive director of the TCC Educational Foundation at Tidewater Community College. She was vice president for institutional advancement at Paul D. Camp Community College. Blow holds a bachelor’s from Hampton University and an MBA from Strayer University.
