MICHAEL-PHAMMICHAEL V. PHAM has been appointed vice president of administrative services at Highline College. He was vice president of administrative services at Seattle Central College. Pham earned two associate degrees from Seattle Central, a bachelor’s from Central Washington University and an MBA from City University of Seattle.
