Lincoln Gets Half of State Funding

HARRISBURG, Pa.

Gov. Tom Ridge is expected to sign legislation
that would fund half of the state’s $11 million appropriation to
Lincoln University, a spokesman said last month. However, he did not
say when the bill would be signed.

Both the Pennsylvania House and Senate unanimously agreed to fund
$5.9 million of the university’s appropriation. The General Assembly
had held up release of funding because of allegations of mismanagement
by top administrators at the historically Black college in suburban
Philadelphia (See Black Issues, October 1).

Sen. Vincent Fumo (D-Philadelphia) had initially blocked the
appropriation, but changed his position after a delegation of
university trustees promised him they would comply with recommendations
in Auditor General Robert P. Casey’s report. Fumo said he would support
releasing the rest of the money during the lame duck session once the
full board affirms those promises in writing.

“Lincoln appreciates the Legislature’s expeditious handling of its appropriations,” said university spokesman Paul Bennett.
