Budget director named interim president of higher ed council

LEBANON Ky.
The state Council on Postsecondary Education hired state
Budget Director Brad Cowgill as interim council president on Thursday.

Cowgill, 55, had two interviews with a three-member
committee that the council authorized to choose the interim president and was
the unanimous choice, the Lexington Herald-Leader reported.

He will begin work Sept. 1 and is expected to remain in the
post through April, said John Turner, the council chairman and member of the
selection committee. He will be paid a prorated salary of $275,000, the
newspaper said.

Cowgill said he had not decided whether to seek the job
permanently.

Council President Tom Layzell is retiring on Sept. 30. The
committee announced last week that it had failed to find a permanent
replacement for Layzell and opted to hire an interim president who would hold
the job until next April.

Cowgill was appointed the state budget director by Gov.
Ernie Fletcher in 2003.

The council is the state’s coordinating agency for Kentucky’s
public universities and community and technical colleges.
