Joseph Castro JOSEPH I. CASTRO has been appointed the eighth chancellor of the California State University system. He is the first Mexican American to hold the position. Currently president of California State University, Fresno, he holds a bachelor’s in political science and a master’s in public policy from the University of California, Berkeley as well as a Ph.D. in higher education policy and leadership from Stanford University.
